GCC Nationals Working in the UAE Private Sector: What to Know

If you hold citizenship of a Gulf Cooperation Council country and you're taking a private-sector job in the UAE, your path is different from that of other foreign nationals. You keep your standing as a GCC citizen, your employer handles social insurance in a specific way, and you can start work without the residence visa most newcomers need. How it works, step by step

    Know where you stand on Emiratisation

    Employers in the private sector work toward an Emiratisation quota set for UAE citizens. As a GCC national, you are not counted toward that quota, and your hiring does not affect the quota an employer must meet for Emirati citizens. In short, you are treated as a Gulf citizen, not as part of the national-hire target.

    Understand your social insurance cover

    Under Cabinet Resolution No. 18 of 2007 (Arabic only), GCC nationals working in the UAE are covered by the social insurance extension system. This means your cover follows the rules of your home country rather than a separate UAE scheme, so it's worth confirming the details with the pension or social insurance authority back home.

    Let your employer register you and pay contributions

    Your employer is required to register you and contribute to your social insurance in line with your home country's regulations. The employer must pay the contributions due on your behalf, the same as it does for Emirati citizens. If there is any additional difference in contributions, that difference is borne by you, the GCC employee, where it applies.

    Get your work permit through MOHRE

    As per Cabinet Resolution No. 292 of 2015 (Arabic only), an establishment hiring GCC nationals must obtain a work permit for them through the Ministry of Human Resources and Emiratisation. This is the employer's responsibility, so coordinate the paperwork with your company's HR or PRO team.

    Start work without a residence visa

    Once the work permit is issued, you may commence work immediately in the UAE, without the need to obtain a residence visa — unlike citizens of other nationalities. That's a real advantage: no separate residency step stands between the permit and your first day.
