How to Buy an Apartment in Dubai

Dubai is one of the most straightforward property markets in the world for foreign buyers. Non-residents can hold full freehold ownership infreehold areas(and that covers 80% of properties in the emirate). No residency permit is required to purchase. The process takes between 30 and 60 days.

Step 1. Define Your Budget and Goal

Before you start searching, get clear on your goal: personal use, rental income, or resale. This determines the right area, property type (apartment / villa / townhouse), and overall strategy.

  • Primary residence— area based on logistics (Metro, schools, work), ready property
  • Rental— high ROI: Jumeirah Village Circle (JVC), Business Bay, Sports City (5–8% per annum)
  • Resale— off-plan with growth potential: emerging areas, select towers by Emaar/DAMAC

Step 2. Obtain a NOC (No Objection Certificate) from the developer (for secondary market transactions)

If you're buying on the secondary market, the seller orders a NOC (No Objection Certificate) from the developer. This confirms the property has no outstanding debts. Timeline: 7–14 days, cost AED 500–5,000.

Step 3. Sign the MOU and Pay the 10% Deposit

MOU (Memorandum of Understanding) — Form F — is a standard document. The buyer pays10% depositto the seller's account or escrow. From this point, the seller cannot withdraw without penalty.

These 10% are non-refundable if you change your mind. Make sure you're confident in the property.

Step 4. Register the Transaction with DLD

1–2 weeks after signing the MOU, all parties meet at a DLD trustee office. The remaining balance is transferred, the 4% DLD fee is paid, and a new Title Deed is issued in the buyer's name.

Total buyer costs:

  • 4% of the property value — DLD Transfer Fee
  • AED 2,000-4,000 — Trustee office fee
  • AED 250 — Title Deed issuance
  • 2% — broker's commission (typically paid by the seller, though in the luxury segment it's often split 50/50)
  • AED 4,000 — Mortgage Registration Fee (if using a mortgage)

Step 5. Receive Your Title Deed and Keys

The Title Deed — full ownership rights — is issued on the day of the transaction. The electronic document is certified on the DLD blockchain. Keys are handed over immediately or after the move-out date specified in the MOU.
