Ministerial and Regulatory Decisions in UAE Education

If you are raising a family in Dubai, sooner or later a ministerial or regulatory decision touches your child's schooling — which body oversees the school, which rules it must follow, and where an official decision was actually published. The UAE education system is layered: a federal ministry sits above the whole country, and each emirate has its own authority for local matters. This page explains how those layers fit together so you know exactly which door to knock on.

Official source: KHDA — Knowledge and Human Development Authority (khda.gov.ae) / MOE (moe.gov.ae)

Procedure per KHDA — Knowledge and Human Development Authority (khda.gov.ae) / MOE (moe.gov.ae). Fees and timelines change — check the authority's website. We don't invent numbers.

How to find the right authority for a decision

  1. 1

    Start with the federal ministry

The Ministry of Education (MoE) supervises both government-run and private educational institutions across the country. When a rule applies nationwide, this is the body behind it, and its website is where federal regulations are published.

  2. 2

Remember that private schools still answer to the ministry

Private institutions have their own operators, but they must adhere to the ministry's general regulations. So even a privately run school is bound by federal rules — a useful thing to check before you enrol.

  3. 3

    Check your own emirate's authority

Much of the day-to-day supervision happens at emirate level. In Abu Dhabi, the department is responsible for supervising, regulating and spearheading the development initiatives within the education sector in the emirate, including public and private schools. For families in Dubai, KHDA is the equivalent local authority to consult.

  4. 4

Know that emirates create their own bodies by decree

Local authorities are often established through an official decision. In November 2018, the Government of Sharjah issued the Emiri Decree No. 45 of 2018 to establish Sharjah Private Education Authority — a clear example of how a regulatory body comes into being.

  5. 5

Read the decision at its source

Once you know which body governs your case — federal or emirate-level — go straight to that authority's official website for the exact wording, any fees and any timeframes. These details change, so treat the authority's own page as the only reliable version rather than second-hand summaries.

Fees and timelines may change — verify with the official source.
