Know what the law is trying to protect
The law aims to preserve the image of the UAE, protect the society, and fight begging and organised begging. Reading it this way makes the intent clear: it targets exploitation and organised activity, not people who are simply in need.

Understand the penalties for running or recruiting beggars
Those operating professional gangs of beggars or recruiting people from outside the country to work as beggars face a jail term of not less than six months and a minimum fine of AED 100,000. The law also states a minimum fine of AED 100,000 for the same conduct. Because figures can be updated, confirm the exact current amounts on the authority's website before relying on them.

Do not respond to street begging with cash
Giving money to beggars can feed the very networks the law is designed to break up. If you are approached, decline and, where appropriate, report the activity to the competent authority rather than paying.

Know the route for genuine hardship
At the discretion of the UAE's Public Prosecution, people who are accused of begging but qualify for social welfare may be referred to the Ministry of Community Development or the competent local authority to get social support or trained for work. So genuine need has a lawful path toward help, not just a penalty.
