Check whether the rules cover you
The law applies to the civil servants who are earning their salaries from the federal budget. If your salary is paid from the federal budget as a civil servant, you fall under this Decree. If you are unsure how your role is funded, confirm it with your employing entity before assuming which rules apply.

Know who is exempt
Ministries and federal authorities whose laws provide that they will have exclusive job regulations are exempt from the above Decree within the limits of its stipulations. So even inside the federal government, some entities run their own job regulations. Ask your HR department whether your ministry or authority operates under its own exclusive rules.

Read the health and safety guidelines at work
For workplace health and safety, the portal points to the Guidelines for Health and Safety in Workplace in the Federal Government (PDF, 350 KB) and the UAE Occupational Health and Safety management System (OHSMS) National Standard (PDF, 450 KB). It also links to Public health programmes from the Abu Dhabi Public Health Centre. Review these to understand your rights and duties on safety.

Use the well-being and happiness resources
On workplace well-being, the portal shares A Guide to Happiness and Well-being at workplace (PDF, 500 KB) from the National Programme for Happiness and Well-Being, alongside publications from the Dubai Government Human Resources Department. These cover how the government supports staff happiness and well-being on the job.
