How to Get Health Insurance in Dubai

In the emirate of Dubai, employers are required to provide health insurance coverage for their employees. If you are a resident expatriate, your cover — and that of your dependents — is shaped by the rules of the Dubai Health Insurance Corporation, the entity responsible for regulating the health insurance sector and ensuring the rights of the insured nationals and residents of Dubai. Steps to arrange your health insurance

    Understand who must provide cover

    In the emirate of Dubai, employers are required to provide health insurance coverage for their employees. If you are employed, your cover is your employer's responsibility, so start by asking your employer about the policy they provide.

    Know how your coverage is decided

    For resident expatriates, the extent of coverage for employers and their dependents is determined by the employee's salary, designation and similar factors. Ask your employer or insurer exactly what your policy covers and whether your dependents are included.

    Learn who regulates the sector

    The Dubai Health Insurance Corporation is the entity responsible for regulating the health insurance sector and ensuring the rights of the insured nationals and residents of Dubai. It also licenses insurance companies, third party administrators (TPAs), brokers and health services providers, so you can confirm that whoever you deal with is properly licensed.

    Recognise the unified system — Enaya

    All government health insurance systems in Dubai have been unified under one umbrella, known as Enaya. This is the unified health insurance system, and understanding it helps you see how the pieces fit together.

    Check policy is in place before visa steps

    From 1 January 2025, employers are required to purchase health insurance policy as a prerequisite for applying for the issuance or renewal of residency permits of private sector employees and domestic workers. If you employ domestic workers, make sure a valid policy is arranged before you apply for or renew their residency permits.

    To ensure an integrated health insurance system of high quality services, Dubai implemented monitoring systems, including the Insurance system for advanced healthcare in Dubai (ISAHD), a comprehensive initiative of Dubai Health Insurance Corporation.
