Know who licenses you
For a private school in Dubai, the Knowledge and Human Development Authority is the body responsible for licensing. Start with them before anything else, so every later step is built on their approval.

Meet the decree-law obligations
Article 11 of the Decree Law outlines certain obligations that private schools must comply with. Read that article closely, because it sets the baseline your institute has to satisfy to stay licensed.

Get fee changes approved first
Private schools cannot raise or change educational fees, or add extra fees to their activities, unless they have the approval of MOE or the local education authority first. Never adjust fees on your own — seek that approval before any change reaches parents.

Follow safety, security and transport rules
Schools must comply with the safety and security policy issued by MoE or the education authority, and with school transport requirements under applicable legislation. Build these into your operations from day one, not as an afterthought.

Adopt the unified Code of Conduct
Schools must comply with the unified Code of Conduct issued by MoE, or the local education authority. Apply it consistently across your staff and community.

Understand the penalties for violations
MoE or the education authority may impose penalties on a private school for violations of this decree-law or its executive regulations. Penalties include warnings, fines, temporary closure, suspension of educational activities for up to one academic year, or permanent closure. Staying compliant is how you avoid every one of them.

For higher educational institutes, secure emirate approval
Licensing higher educational institutes is subject to conditions, and the first of these is the approval of the competent authority in each emirate. If your plan is a higher educational institute rather than a school, begin by confirming that approval for Dubai.
