Know the source: the official Gazette
Federal laws are published in the official Gazette. That published text is what counts, so start there rather than trusting summaries or unofficial copies. The Ministry of Justice and Dubai Courts websites are the trustworthy entry points to reach the official material.

Understand how a bill begins
Article 110 of the Constitution sets out the process of promulgation of laws. The Cabinet prepares a bill and submits it to the Federal National Council (FNC), which may pass, amend or reject it.

Follow approval and ratification
A bill produced by the Cabinet has no legal impact until it is approved by the President and ratified by the Supreme Council. Until that happens, a draft is not a law you can rely on.

Check when a law comes into force
A published law comes into force one month after the date of its publication in the official Gazette, unless another date is specified in the law itself. So always read the law's own commencement clause before assuming when it applies.

Remember laws are not retrospective
Article 112 provides that laws apply only from the date they come into force, without retrospective effect. A new law does not reach back to change something that happened before it took effect.

Know the fast track for decree laws
Decree laws are referred to the Supreme Council within a maximum of one week for approval or rejection. This is a quicker route than an ordinary bill, so watch for it when a matter is urgent.

Separate federal from local rules
Not everything is federal. The local governments of the seven emirates are authorised to regulate local matters that were not confined to the Federal Government. For a Dubai-specific question, you may need Dubai's own rules alongside the federal ones.
