   Know that you are eligible

   Residency status does not decide this. Anyone in the UAE, regardless of his or her nationality, can become a donor or a transplant recipient. That covers both citizens and expatriates living in Dubai.

   Register with HAYAT

   As part of the National Program for Organ Donation and Transplantation, the Ministry of Health and Prevention launched HAYAT, a registry of national donors. This is the official channel for recording your intent to donate.

   Pass the medical committee check

   For a living donor, it should be confirmed from an authorised medical committee that no harm can fall on them from donation. Do not skip this review; it protects your own health first.

   Understand donation after death

   Organ removal can only be done following a confirmation of death in line with the Ministerial Decision No 19 of 2022 Concerning the Criteria for the Diagnosis of Death (PDF, 1 MB). This is a strict legal requirement, not a formality.

   Use only licensed facilities

   The UAE government warns the public to avoid illegal and unauthorised organ transplants. Confirm that any hospital or clinic you deal with is licensed for transplantation before you proceed.

   Stay inside the law

   The Decree Law prohibits the sale of human organs and tissues or other body parts in any way for the purpose of transplantation. It also bans unlicensed advertising of transplantation of human organs, tissues and body parts. Never pay for an organ and never respond to such offers.

   Know who regulates it

   In September 2020, the UAE government approved a decision to establish a National Centre to Regulate Human Organs and Tissues Transplantation. This body oversees the field nationally. For the current registration steps and any charges, check the authority's website.
