How a federal law moves from draft to force

   The Cabinet prepares a bill

   A federal law starts as a bill, or draft law, produced by the Cabinet. At this stage it is only a proposal — bills or draft laws produced by the Cabinet will not have a legal impact until they are approved by the President and ratified by the Supreme Council.

   The Federal National Council reviews it

   The Cabinet submits the bill to the Federal National Council (FNC), which may pass, amend or reject it. This is the review stage where the draft can change before it goes any further.

   The President and Supreme Council decide

   The bill has no legal effect until it is approved by the President and ratified by the Supreme Council. Only after both of these does the draft become an actual law.

   Publication and entry into force

   Once made, the law is published in the official Gazette. Such laws shall come in force one month after the date of their publication in the official Gazette, unless another date is specified in the said law.

   How the law applies in time

   Article 112 provides that laws apply only from the date they come in force, without retrospective effect. When necessary, and in matters other than criminal ones, the law may provide otherwise.

   Decree laws and later confirmation

   Some measures are issued as decree laws. Such decree laws are referred to the Supreme Council within a maximum of one week for approval or rejection, so the Council still has the final say.
