The steps, in the order they have to happen

Be inside the country first
A residence visa cannot be processed for anyone who is still outside the UAE. You have to enter the country first on a valid entry permit and stay here until the residency visa issuance process is finalised. Leaving in the middle can interrupt everything, so plan to remain in the UAE for the whole process.

Do not try to work on a visit or tourist visa
A visit or tourist entry permit or visa does not give you the right to work in the UAE. Working under one of these will result in fines and legal liability. If your goal is employment, the residence visa tied to a proper job is the only clean route.

Get a proper job offer from MOHRE
If you are offered a job in the UAE, you must get an offer letter issued by the UAE's Ministry of Human Resources and Emiratisation (MOHRE), signed by the authorised manager. A verbal promise or an informal email is not the same thing. Insist on the official MOHRE offer letter before you rely on any role.

Verify the offer is genuine
You can verify the validity of the job offer using its reference number through the enquiry service — application status — on the MoHRE website. Do this before you make any big moves. It confirms the offer is real and registered, not just a document handed to you.

Check your visa or permit if it was issued in Dubai
