How to fish legally in Dubai

Know what the law restricts
The legislation sets out where fishing is prohibited, which species may not be caught, and the seasons when fishing is suspended. Check these before you plan a trip.

Check protected sharks and rays
Shark and ray species listed in CITES and in Ministerial Decree No. 43 of 2019 regulating shark fishing and trade are covered by a chart of sharks, rays, sawfishes, wedgefishes and guitarfishes that are either prohibited or restricted from being fished. If it is on that list, do not fish it.

Apply through Dubai Municipality
The Natural Resources Protection section of Dubai Municipality is the competent authority for fishing licences within the emirate's regional water. There are two types of service: a recreational fishing licence and the wider licensing service.

Get a recreational fishing licence
This licence lets you fish recreationally using the fishing rod only. Applying requires an approval from the local fishing organisation, so arrange that first.

Mind the closed season
The recreational service is suspended from June to October every year to keep consumption of local fish resources sustainable. Plan your application and trips around this window.

Fishing outside Dubai
Rules differ by emirate. In Ras Al Khaimah, the Environment Protection and Development Authority issues fishing licences in the emirate's regional waters, and Abu Dhabi provides its own fishing eServices.
