Besides a valuation by the Land Department itself, there is a second route: an accredited valuation company enters the certificate's details into the system through Dubai REST and issues it there, and the client downloads it. Registering the data is stated to be free, and takes five minutes.

Who the service is for and what it does
Verbatim: "This service allows accredited real estate evaluation companies in the Emirate of Dubai to register the details of the real estate evaluation certificate that contains real estate data and the value of the real estate evaluation via the Dubai REST App".
The applicant here is the company, not the owner. Under applicant status the card says exactly that: Company.
Six steps: the valuation happens inside the procedure
The steps as named: log in under the evaluation company account; view applications or prepare a new one on the customer's behalf; accept or reject the application; carry out the valuation; add the details, the value and notes through the app; issue the certificate in the app and inform the customer that it can be downloaded.
Note the order: the certificate is not "uploaded ready-made" — it is issued in the system after the value and notes have been entered into it.

What exactly is free. What is free is registering the data in the Department's system, not the valuer's work. The cost of the valuation itself is not named on the card at all — just as it was not named on the certificate verification service we covered here.
How it fits together
Three links around one document:
- valuation by the Department — tariffed from AED 2,000 to AED 15,000 by property type, instant for residential units and 7 working days for the rest (analysis);
- valuation by an accredited company — which also enters the data and issues the certificate in the app; registration is free and takes 5 minutes;
- verifying the certificate — immediate, via the Department's website or Dubai REST (analysis).
Valuation itself is a licensed activity: it appears both in the list of licensable activities at an annual fee of AED 10,000 and in the list of practice cards, with separate lines for valuer and trainee valuer.
What we do not claim here
- What an accredited company charges for its work. The card names only the Department's fee for registering the data.
- Which companies are accredited. The Department's register is behind a login — we checked that and do not reproduce its composition.
- Whether a bank accepts such a certificate. That is a matter of the bank's requirements, not of the service card.
- How long the certificate remains valid. Not stated.
