Amending property data: why a building's map costs AED 3,000, and a parking space can cost 4%

The Land Department amends the recorded data of a registered property — area, type, number, status, store. The fees there are split not by channel but by PROPERTY TYPE, and the spread is wide: a building's map costs AED 3,000 against AED 225 for a plot. And if a parking space or store is not written into the sale contract, 4% of its price is added.

Checked against the official source on 17 September 2026: the Dubai Land Department service card "Amendment of real estate details application". The page was read in its raw form; every figure carries its source link, and the source is listed at the end.

Beside separating and annexing a property sits a service that changes not the boundaries but the recorded details. It is also how a store or a parking space is added to a unit — and that is where a bill appears which buyers rarely expect.

What can be amended

The card lists it plainly: the service lets the owner amend a property's data, including

  • the area of the property,
  • the type of property,
  • the property number, for a villa, building or unit,
  • the status of the property,
  • the property store.

Three documents, one of them from the developer

Required: "A plan approved by the planning authorities"; "A no objection letter (NOC) from the developer"; and "A copy of the sales contract (in case of purchasing an additional parking lot/store)".

The developer's NOC is as much a mandatory link here as in reselling off-plan: without it there is nothing to file.

Fees depend on the property type, and the spread is wide

Note the second row: a building's map costs AED 3,000, against AED 225 for a plot on the Municipality's unified map. More than a thirteenfold difference, and it depends on the property type, not on the filing channel.

Parking and store: where the 4% appears

A separate case is adding a store or parking space to a unit. The card describes it thus:

"If the additional parking lot or store is not included in the sale contract, 4% of the price of the parking lot or store will be charged in addition to AED 250 fee for title, AED 10 knowledge fee for each drawing, 10 AED innovation fees for each drawing — and in case of submission to a Real Estate Services Registrar Center, a fee of AED 130 for service partners + VAT."

Taken apart:

If the parking space or store is NOT included in the sale contract, 4% of its price is charged — on top of AED 250 for the title deed and AED 10 per drawing. That is the same rate as on an ordinary transfer, which we covered in the full bill: the Department treats such an addition as an acquisition.

The practical conclusion for a buyer: writing the parking space and the store into the contract itself is not a formality. Whether a four-per-cent line appears in the bill depends on it.

And a contradiction inside the card, which we do not smooth over. The heading of this very case reads: "in case of adding a store or parking lot to the unit (it will not be submitted to Real Estate Services Registrars Centers)" — such a case is not submitted through registrar centres. One line below, a fee of AED 130 for service partners is named precisely for submission through a registrar centre. Both sentences sit on the same page. We reproduce them as they stand and do not decide on the Department's behalf which one describes your situation — that is a question for the centre at the point of filing.

Channels

The card names three: Real Estate Services Trustees centres, the Dubai REST app or the Department's website, and the Oqood portal for developers. Filing through a centre, the title deed arrives by email; filing online, it is issued electronically.

What we do not claim here

  • Which of the two statements about registrar centres prevails. The contradiction is named above; we will not resolve it on the Department's behalf.
  • Why a building's map costs thirteen times more. The card states the amount but does not explain it.
  • The conditions on which a developer issues the NOC. The requirement is named, the criteria are not — the same gap we noted in reselling off-plan.
  • Whether neighbours' or the association's consent is needed to change an area. The card we read is silent on it.
