A Dubai mortgage is registered and transferred through two separate Land Department services, and their bills are almost identical: 0.25% of the loan plus fees. One line differs materially, though — for a property in the provisional register the service-partner fee is a thousand dirhams higher.

Checked against official sources on 17 September 2026: the Dubai Land Department service cards "Mortgage registration application" and "Mortgage transfer application". Both pages were read in their raw form; every figure carries its source link, and the sources are listed at the end.

The mortgage statute itself we covered separately, and the loan ceilings under the CBUAE rulebook here. This piece is about the third thing: what it costs to register a mortgage in the register and to transfer it.

Two services, both covering every kind of charge

Registration: "This service allows applying for mortgage registration of all types (mortgage registration application / usufruct mortgage registration application / provisional mortgage registration application…)".

Transfer: "This service allows applying for mortgage transfer of all types (mortgage transfer application / usufruct mortgage transfer application / provisional mortgage transfer application…)".

Both therefore cover an ordinary charge, a usufruct charge, and a provisional one — the charge recorded against a property still in the provisional register, not yet handed over.

The core of the bill is the same

Both cards name the same base.

The 0.25% is stated for the case of an ordinary mortgage with an ordinary or usufruct title deed. The same quarter per cent appears in the bill for buying a mortgaged property if you are financing that purchase.

A portfolio mortgage is counted by the number of title deeds. The transfer card says so directly: AED 250 for issuing each title deed, multiplied by the number of deeds, on top of the other fees.

The line that differs: off-plan costs more

The service-partner fee is stated in two tiers, and what separates them is not the loan size but the kind of property.

The difference is a thousand dirhams plus VAT, and it arises precisely where the charge is recorded against a property in the provisional register — that is, against a property still under construction. Exactly the case covered in Oqood versus Title Deed and reselling off-plan.

An off-plan property needs the developer's electronic NOC

Among the documents both cards name: "A no-objection e-certificate (E.NOC) from the developer of the provisional sale properties (via Dubai REST App)" — a no-objection certificate from the developer, electronic, through the Dubai REST app, for provisional-sale properties.

The requirement is the same as on an off-plan resale: without the developer's NOC the operation does not assemble in the system.

Channels

Both services are filed through the Department's website (the online mortgage system) and Real Estate Registration Trustees centres. Each has its own form: the "Mortgage Form" for registration, the "Mortgage transfer form" for transfer.

What we do not claim here

  • The loan's own rates and terms. The cards describe registering a charge, not banking conditions; LTV ceilings are covered separately.
  • Who bears the 0.25% by agreement. The cards name the fee but do not allocate it between borrower and bank.
  • Why a provisional charge costs a thousand more. The amount is named; an explanation is not.
  • Bank timelines. The stated times are the Department's, not the bank's document issuance.
