The Land Department issues a letter confirming property ownership: AED 50 per letter plus two fees of AED 10, instant, with no documents at all through the app. The least obvious part is that the document has three names — "To Whom It May Concern" in the service title, "No Objection Letter (NOC)" in the issued-documents field, and "Owned Property Certificate" in Dubai Now.

A title deed answers the question "whose property is this". The letter discussed here answers a different one — "what does this person own in Dubai" — and that is what a bank, a consulate or a school asks for. Here is the service card.
What is actually issued
Verbatim: "This service allows individuals to issue a certificate of property ownership statement or a certificate of compliance with property management requirements, upon request" — a statement of property ownership or a certificate of compliance with property management requirements. Two different certificates inside one service, chosen at submission.
Three names for one document
The card's most practical finding is not about money. On a single page the document is named three different ways:
- in the service title — To Whom It May Concern Certificate;
- in the issued documents field — No Objection Letter (NOC);
- in the Dubai Now procedure — search for the service "Owned Property Certificate".
That explains a common situation where someone cannot find the service in the app: they search by the name in the bank's letter, while the interface carries a third name. We do not decide for the Department whether these are synonyms or different forms — the card does not say. But it is worth searching all three.
What it costs: three channels, different amounts

About AED 70 and arithmetic. The three electronic-channel lines add up to AED 70 — and AED 70 is exactly what the letter costs senior citizens through the call centre, where there is no partner fee. The Department prints no total for the app, and we do not pass our own sum off as its wording: a reader is free to add the lines, but that line does not exist in the source.
The price is per letter, not per package. The card says "AED 50 for each letter" — for each. If you need the certificate addressed to two places, that is two letters.
The partner fee roughly doubles the bill. Through a Trustee centre, AED 50 plus VAT is added to the AED 70 — so an in-person visit costs about twice a submission from the app, where, as a separate line states, no documents are required at all.
Documents: by channel, not by applicant
Through the app and the website — "No documents required", none. Through Trustee centres: for an individual, an Emirates ID, and for a non-resident, a passport; for a company, the trade licence and an official company letter.
The passport line deserves attention: it means the letter is available to an owner who does not live in Dubai. This card has no residency-status field at all — unlike most neighbouring services, which say "All" or "Company".
A fourth door: the 8004488 call centre
A channel most Department services do not have. The steps are named: call the toll-free number 8004488; for People of Determination, email the determination card and Emirates ID to the call centre employee; for senior citizens, the Emirates ID only; the employee submits the letter.
So this is not a "helpline for questions" but a full submission channel with its own tariff. For People of Determination it is also free — the only free route to this document on the whole card.
The procedure
Through a centre: visit a Trustee centre → present your Emirates ID → the employee enters the details, they are audited and approved → pay and receive a receipt → receive the certificate.
Through Dubai REST or the website: sign up or log in → choose the service and provide the details → pay → receive the output online.
Through Dubai Now: search for the "Owned Property Certificate" service → pay → receive the certificate.
The named partner is the Real Estate Trustee centres; payment methods are ePay, credit card and cash. The card sets no service terms at all: the field reads None.
What we are not claiming here
- How long the letter stays valid. Not stated. A bank's or consulate's "no older than 30 days" is their rule, not the Department's, and it is not on this card.
- Whether a particular recipient accepts the letter. The card describes issuance, not third-party recognition.
- Whether "To Whom It May Concern", "NOC" and "Owned Property Certificate" are synonyms. We have shown three names on one page; how they differ, the page does not say.
- The amount of VAT on the partner fee. It is printed as "AED 50 + VAT" with no total — we do not compute one for the Department, just as we did not in the Ejari registration breakdown.
- Who counts as a senior citizen or a Person of Determination. The card gives no criteria; and note that the word citizens in that line is not incidental — whether the concession extends to residents, the page does not say.
