How a provisional registration becomes a title deed: the service the developer files

Between 'the building is finished' and 'the apartment is yours' sits a separate Land Department service with a condition of its own: the title deed is issued to parties who have COMPLIED with their contractual obligations. We read the card: who files, what it costs, how long it takes — and why the applicant across the whole off-plan chain turns out to be the developer.

Checked against the official source on 17 September 2026: the Dubai Land Department service card "Request to complete the initial procedures data". Every figure carries its source link, and the source is listed at the end.

How the provisional register differs from ownership we covered separately. This piece is about the transition itself: which service turns the provisional entry into a certificate of title.

The condition sits inside the description

Verbatim: "This service allows parties who are compliant with their contractual obligations to issue a Certificate of Title / Title deed."

The service lets a certificate of title be issued to parties who have complied with their contractual obligations. The condition is not in a footnote but in the description itself: a title deed is not an automatic consequence of the building being finished, but a consequence of a contract performed.

What happens to a buyer who has not performed is described by a different service, which we went through in termination of initial registration.

Again, the applicant is not you

The channel is the Oqood developers' portal, and under applicant status the card names companies. This is the third consecutive step in this cluster where the developer stands on the procedural side: the same holds for reselling off-plan before handover, termination of registration and swapping units.

The practical conclusion is the same: the pace of the step is not yours to set. What is yours is keeping proof that you performed your obligations — because that proof is the service's condition.

Note there is no 4% line here: the Department takes its percentage on registering the sale, not on issuing the title. The full transfer bill is set out separately.

Where this step sits in your timeline

The deadline attached to it is set not by this card but by the escrow law: the retained 5% is released to the developer one year from the registration of units in the purchasers' names. In other words, the date that appears on your title deed also starts the escrow clock — covered in the escrow account piece.

What we do not claim here

  • The document list. It is not given on the card we read, and we will not list it from market memory.
  • That only a developer may file. The card names the developers' portal as the channel and companies under applicant status; it describes no exceptions, but states no prohibition either.
  • What "compliant with obligations" means in a disputed case. That is a matter for the contract and, in disagreement, for a dispute — not for a service card.
  • Project delivery timing. This is the step after completion, not the completion percentage itself, which is covered separately.
