Owners association: to stand as a candidate you must live in the building and bring a police certificate

The Land Department's service card describes not an abstract 'committee registration' but the nomination of a CANDIDATE — and it names three admission conditions. One of them cuts out the investor who owns a flat but does not live in it; another requires a good-conduct certificate from Dubai Police addressed to RERA.

Checked against the official source on 17 September 2026: the Dubai Land Department service card "Registration of Owners Association Application". The page was read in its raw form; every claim carries its source link, and the source is listed at the end.

How the owners committee works under the statute — who sits on it and what powers it holds — we covered separately. This piece is about the entrance: what a person needs in order to join it.

The service is about a candidate, not about the committee

Verbatim: "This service allows applying to be a candidate for the Owners association for the purpose of registering an Owners Association" — the service lets you apply to stand as a candidate for the owners association, for the purpose of registering one.

The distinction matters. This is not "register a committee in one action", but declaring yourself a candidate within a procedure.

Three conditions, and the second one cuts out the investor

The card lists them:

  1. "Paying the service fees, utilization fees, or any other fees approved by the Real Estate Regulatory Agency".
  2. "A resident (dweller) in the joint ownership property".
  3. "Applying for a certificate of good conduct from Dubai Police addressed to the Real Estate Regulatory Agency".

The second deserves a second reading. The card speaks of a resident (dweller) in the building, not merely an owner. An investor who owns a flat and lets it does not fit that wording as written. We reproduce the condition as it stands and do not claim that exceptions follow from it — the card names none.

The third is equally concrete: the certificate is not just any certificate but one addressed to RERA. That changes the order of operations: apply to the police early, and with the right addressee.

The channels are split: companies work through Mollak — the same system the service charges rest on, which we covered in the Mollak index piece. Owners file through Dubai REST.

Among the documents the card names a personal photo, electronic approval of the declaration to follow the instructions of the association's members, and — for company applicants — a trade licence copy, a DEWA invoice copy, and the tenancy registration (Ejari) with the letting company's trade licence where applicable.

Fees are required, but no amount is given

This is worth saying plainly: the first condition requires fees to be paid, yet not a single amount appears on the card — neither in the fees section nor in the conditions. We do not fill that in with figures from market retellings: what exactly is payable should be asked of RERA or at the point of filing.

What follows for the owner

Order the police certificate first. Of the three conditions, it is the only one that depends on a third party and on time — Dubai Police, addressed to RERA.

Check the residency wording. If you live in the building, the condition is yours. If you let the property, on the letter of the card you do not fall under it — and that is the question to ask before preparing documents, not after.

Beyond this it is about the building's money. What the committee can and cannot do, and how service charges work, is set out in the Law 6/2019 piece and in jointly owned property.

What we do not claim here

  • The amount of the fees. The card requires payment but names no figure, and neither do we.
  • That residency excludes an investor-owner unconditionally. We read the condition as written; the card lists no exceptions, but neither does it deny that other instruments may contain them.
  • The election procedure itself. The card covers candidate nomination, not voting.
  • How long the certificate remains valid. Not stated.
