A finance lease has four separate services in Dubai's register: registration, transfer, amendment and release. The Department's rate is the familiar one — 0.25% of the finance rental value — and a release costs a flat AED 1,000. But the real spread sits elsewhere: the service partner's fee across those same four cards runs AED 4,000, 2,000 and 300. And not one of the four opens online — registration trustee centres only.
Checked against the official sources on 17 September 2026: the Dubai Land Department service cards "Finance lease registration application", "Finance lease transfer application", "Finance lease amendment application" and "Finance lease release application". All four pages were read in their raw form; every figure carries its source link, and the sources are listed at the end.
Mortgages in Dubai's register we covered separately; lease-to-own as well. There is a third financing instrument that lives its own life in the register, on its own cards: the finance lease. It has four services, and together they cover the full life cycle — from registration to release.
Four services for one instrument
The descriptions of all four are pointedly short and nearly identical:
- registration — "This service allows applying for registration of a finance lease with the bank.";
- transfer — "…for transfer of a finance lease with the bank.";
- amendment — "…for amendment of a finance lease with the bank.";
- release — "…for a release of a finance lease with the bank.".
Note the repeated "with the bank": in all four cases the Department describes the transaction as one with a bank on the other side.

The 0.25% rate and the flat thousand for a release are exactly the figures from the mortgage cluster. The Department keeps one scale across different financing instruments.
The real spread is the partner's, not the Department's
The service partner's fee appears on all four cards, and it is not the same:

What follows is our arithmetic, not a line from the Department. Between the top and the bottom step the gap is more than thirteenfold: AED 4,000 against AED 300. The Department draws no such comparison and prints no totals; we present the ratio as a plain consequence of its own five figures.
The practical reading is this: on a small lease the partner's fee can exceed the Department's. A quarter of a per cent on a finance rental of AED 500,000 is AED 1,250, while the partner charges AED 4,000 + VAT for the same registration. That too is our calculation, and the same multiplication checks it.
All four doors lead to the same place
The channel for registration, transfer, amendment and release is identical: Real Estate Registration Trustees Centers. The procedure is the same everywhere: attend in person, hand documents to an employee, upload everything through the digital safe, the employee enters the details, the transaction is audited, fees are paid against a receipt, and the outputs arrive by e-mail.
There is no online route through the bank on any of the four cards. That sets the finance lease apart from a mortgage, where an amendment travels two roads — the centre and the bank's online system. A lease walks.
Payment methods are the same throughout: ePay, the Sadad Dubai platform, Noqodi and a manager's cheque in favour of the Land Department.
Documents: one line that is easy to miss
The release list is short, and it contains a requirement found nowhere else in the cluster:
"1- A letter from the bank indicating no objection for release of finance lease in Arabic language"
The bank's no-objection letter is required in Arabic, and that is printed outright. Plus the owner's Emirates ID, with the usual note that it is presented for identification only and no copy is submitted. Nothing else.
Transfer requires two letters, and they come from different parties: one from the previous financing entity confirming no objection to the transfer, and one from the new financier stating the start and expiry dates and the lease amount. In other words, a transfer does not start until the outgoing financier has spoken.
For registration and amendment the core is the same: a letter from the financing institution (on registration — with start and expiry dates and the lease amount; on amendment — stating the amendment itself), an Emirates ID or a non-resident's passport, and a power of attorney where a representative acts. Companies add a trade licence, a certificate of job title and the memorandum of association with annexes, attested by the Ministry of Foreign Affairs and translated into Arabic; for an LLC a duly notarised board resolution is accepted in place of a power of attorney.
A small detail that gives away the age of the text
On the finance lease amendment card the fee is described in mortgage wording:
"If the amendment for the amount, a fee of 0.25% of the increase mortgage amount will be charged"
The word "mortgage" sits inside a finance lease card. We quote the wording as printed rather than rewriting it to fit the lease: this is the source's own terminological blur, not our reading. The meaning of the line is nonetheless unambiguous — the fee is taken on the increase, not on the whole contract value.
Applicant status differs inside the cluster

The "tourist" line appears on registration only. Why the entrance is wider than the exit the cards do not explain, and we are not inventing an explanation — but we record the fact, because for a non-resident it is a practical one.
The partners are listed unevenly too: registration and release name Dubai Courts, the Municipality and licensing entities; transfer and amendment have no courts on the list.
What you walk away with
All four services produce the same outputs: a Certificate of Title / Title deed, a map and the fee balance — with a separate note that all outputs are e-deliverables.
What we are not claiming here
- How a finance lease differs from a mortgage as a matter of legal right. The cards describe procedure and fees, not the legal construct; the forms of ownership are covered in a separate article.
- What the bank itself charges. The Department's and the service partner's fees are named; financing institutions' tariffs are their own.
- What "finance rental value" means for the 0.25% calculation. The term is named; how it is determined is not disclosed on the cards.
- Why registration is open to a tourist and a release is not. The lines are quoted as printed; the source offers no explanation.
- The VAT amount. "+ VAT" is printed throughout, the Department gives no total, and we do not compute one on its behalf.
- A total for the transaction. None of the four cards adds up its own lines, and we print no total of our own.
