Before registering tenancy contracts in Ejari, an owner or a company first obtains the right to use the system. The Land Department's card calls the service free and immediate — and states separately that management companies are granted the right automatically, with their licence.

What the service is
Verbatim: "This service allows a customer to apply for the registration of companies and owners using the system by giving them the authority to use Ejari system to register tenancy contracts and management contracts, while benefiting from the rest of the services available on the system" — registration of companies and owners as system users, with authority to register tenancy and management contracts.
So it is not about a particular contract but about access.

The same free status as registering a management contract, which we covered earlier: the Department's service costs nothing, and an invoice for it is a question for whoever issued it.
Management companies need not ask
A separate line on the card: for real estate management companies "the right to use the system is directly awarded upon issuance of the license" — the right to use the system is granted directly upon issuance of the licence.
Worth knowing for an owner being told that a delay is due to "arranging Ejari access": on the card, no separate arranging exists for them.
Admission terms differ for a company and an individual
- "If the lessor is a company: That the company to be licensed for one of the real estate activities related to leasing and managing real estate within Licensing System (Trakheesi) and have a master user of the Ejari system".
- "If the lessor is an individual: To be the owner of the property or their representative under an official power of attorney".
The Trakheesi requirement is the same link that appears in a developer registering a project and in verifying a broker.
Documents and procedure
Four steps: create an account on Ejari and select the category, fill in the details and attach the documents, send the application online, and receive a notice at the registered user's email.
From an owner the card requires an Emirates ID number for residents or a copy of a valid passport for non-residents — and the owner's number registered at the Land Department. For companies whose activities are business centres, shopping centres and commercial complexes, the licence number and UAE ID number are named for online registration.
What we do not claim here
- What a "master user" of the system is and how one is appointed. The term is named; the procedure is not.
- The full document list for an owner's representative. On the card we read it stops at the same two items as for the owner.
- How long access remains valid. Not stated.
- That a company's own work is free. What is free is the Department's service.
