The contract between an owner and a management company is registered through Ejari — and the Land Department's card calls the service free, with a ten-minute turnaround. The same card states that the applicant may be the owner or their representative, not only the company. We read the primary source.

An owner letting a property through a management company signs a management contract with it. What usually follows is "we will register it with the Department" — and sometimes an invoice for that work. The service card describes what happens differently.
The service is stated to be free
In the fees section of the card there is exactly one phrase: "Free service". The processing time is 10 Minutes. The channels are the Department's website (Ejari) and the Dubai REST app.

This does not mean a management company may not charge for its own work. It means the registration itself costs nothing in the Department's system, and an invoice for it is a question for whoever issued it.
The owner may file too
The card states the three conditions verbatim:
- "The company must be licensed for one of the real estate activities related to tenancy of real estate".
- "To be the owner of the property or their representative as per an official power of attorney or a signed management contract".
- "The company must have a user authorized to use the system".
The second point is the non-obvious part: the applicant may be the owner or their representative, not only the company. At the same time the description says the service allows management companies to apply for registration or renewal — so the card names both sides in different places. We reproduce both fragments as they stand and do not decide on the Department's behalf who files in a contested case.
What you receive at the end
The issued document is named plainly: a registered management contract, and it arrives by email. "Step IV: An email is sent with the registered management contract".
The practical meaning: a registered contract has a material counterpart. An owner told "it is all done" should ask for that document — not a screenshot of a dashboard, nor a verbal assurance.
Where this step sits beside the others

What we do not claim here
- How long a registered contract remains valid. The card does not say.
- How registration is terminated or withdrawn. Not present on the card we read.
- What the management contract itself must contain. The required document is named as a copy of the contract signed between owner and company; its contents are not described.
- That a company may not charge for its own handling. What is free is the Department's service, not the company's work.
