In 2024, the UAE Cabinet expanded the program: off-plan properties from government-backed developers (Emaar, Nakheel, Meraas, and others) now qualify, provided a minimum down payment of 50% has been made.
Step-by-step process
- Property Acquisition— standard transaction through DLD, you receive a Title Deed
- Apply via ICP(Federal Authority for Identity, Citizenship) — portal: icp.gov.ae
- Documents:
- Passport (valid for 6+ months)
- Title Deed in your name
- UAE health insurance (from AED 5,000/year)
- Photo on a white background
- Marriage/birth certificates (if including family members) — with apostille
- Biometrics and medical test— at any UAE government centre
- Emirates ID + Visa issuance— typically 7–14 business days
