Alongside ordinary purchases, Dubai's register holds two categories with their own services and their own fees: plots granted by the Ruler, and waqf, property turned into an endowment. Registering a grant is free, completing it costs AED 500, and waqf costs AED 2,000 per plot. The municipality's grant map has a shelf life: no more than two years. Applicant status on grants is UAE citizen only, and we say so plainly.

Cross-checked with the primary sources on 17 September 2026: the Dubai Land Department service pages "Grant Registration Application", "Grant Completion Application" and "Endowment (Waqif) Registration Application (descendants or charity)". The pages were opened in their original form. Each figure links back to them, with all addresses collected at the end.

A foreign buyer will not meet these three services: the applicant-status field on the grants reads UAE citizen only. We cover them not for the sake of a counter but because this is a working layer of the register that holds part of Dubai's land, and because waqf, unlike the grants, is open to residents too.

A Ruler's grant: registration is free, completion costs AED 500

There are two services and they run in sequence. Both describe a plot granted by the Ruler or his representative to persons or entities, and both rest on a grant map issued by Dubai Municipality after the Ruler's approval.

Both services carry the same single condition, and it is the only one on the page:

"Validity of the grant map from Dubai Municipality should not exceed two years from date of issuance"

The grant map is valid for no more than two years from issuance. Miss it and the procedure does not run: a new map is needed. For a document issued after the Ruler's approval, a two-year shelf life is unexpectedly short, and it is worth knowing in advance.

The documents nearly coincide: the municipality's map of the plot, the owner's Emirates ID, a trade licence and memorandum of association where the grant is to an entity, and an entity letter for government bodies. Completion adds one item registration does not have: a copy of the Decree of Distribution where the owner has died. The service anticipates the case where heirs complete the grant.

The channel for both is the Department's main building. The outputs are an electronic title deed and an electronic map.

Waqf: AED 2,000 per plot

The description: the service registers land or real estate as waqf, in favour of charity or of the endower's descendants, their relatives, or those belonging to their family.

The fee is set per land plot, not per application: three plots into waqf means three times two thousand. That is a direct reading of the line, not a calculation.

Applicant status here is wider than on the grants: UAE citizen and residents. Waqf is not an exclusively citizen procedure.

The single condition concerns management: where the waqf is administered by the Awqaf and Minors Affairs Foundation, a letter addressed to the Department requesting registration of the property as waqf must be submitted through the Tarasol system. Documents: certification of the endowment in favour of descendants or charity, Emirates IDs of all owners who are citizens or residents, and copies of valid passports for non-residents.

The channel is the main building. The outputs are an electronic title deed and an electronic map.

Why this matters to a buyer who cannot use these services

We will not assert what the pages do not say. They describe registration procedures, not a regime of circulation: there is not a line about restrictions on sale or consequences for transactions. Exactly one thing follows from the pages themselves, and it is practical: Dubai's register contains categories with their own grounds for the right to arise — a grant by the Ruler and the creation of a waqf — and they are not arranged through a sale.

Where a grant or a waqf appears in a property's history, the right arrived by a different road, and it has to be examined through that road's documents rather than an ordinary contract. What proves ownership in Dubai at all is covered in our piece on the register, and the forms of ownership here.

What the source is silent about

  • Whether a granted plot can be sold. The pages describe registration and completion; about circulation they say nothing.
  • Whether property can be taken back out of waqf. The service registers the creation of a waqf; no reverse procedure appears in this catalogue.
  • Who issues the grant map, and on what basis. The municipality and the Ruler's approval are named; obtaining the map itself is the municipality's business.
  • What to do when a grant map has expired. The two-year limit is stated; the route after expiry is not.
  • Why registration is free while completion costs AED 500. Both figures are printed; the difference is not explained.
  • Any totals. The Department does not add its lines up, and we derive none.

We have already covered registering a usufruct. It has three more cards nobody writes about: the initial usufruct at construction stage (2% of the rental value, filed by the developer), amending the term or the amount (2% from the owner, 2% from the lessee and AED 1,000 on top) and termination (AED 1,000, returning the property to its actual owner). Plus one condition that caps your right by someone else's date: the expiry of a unit's usufruct must match the expiry of the usufruct over the land.
